In late June 2025, Thailand announced two major policy changes: a return to banning recreational cannabis and a new plan to legalize casinos in specific economic zones. These decisions mark a significant shift in the country’s economic and tourism strategy.

The End of Recreational Cannabis

First legalized in 2022, recreational cannabis is now being restricted again. The Thai government plans to limit its use to strictly medical purposes, citing public health concerns—especially regarding minors—and the need for tighter regulation.

Casinos on the Horizon

Meanwhile, parliament has approved the legalisation of casinos, to be built in designated special economic zones. These would be part of larger entertainment complexes and governed by strict regulations. The official goal is to boost tourism, create jobs, and reduce the outflow of Thai money to foreign casinos.

Strict rules for admission to casinos

Foreigners over the age of 20 will be able to enter casinos free of charge. Thai nationals will have to pay an admission fee of 5,000 baht and prove that they have substantial bank assets.

A New Economic Direction

The shift suggests a strategic realignment: moving away from smaller, decentralized cannabis businesses toward a more centralized and high-revenue industry—gaming and entertainment. It’s part of a broader push to attract investment and diversify the tourism offer in Thailand.

Thailand is clearly moving towards the regulated legalisation of casinos, with a view to promoting tourism and economic development, but the measure has not yet come into force: it depends on a parliamentary vote and the establishment of a strict regulatory framework.

Regional Tourism and Cross-Border Dynamics

These announcements also come amid renewed tensions along the Thai-Cambodian border, particularly near Poipet—a well-known destination for casino tourism among Thais. The development of domestic casino zones could potentially shift regional dynamics and keep more tourism revenue within Thailand.

FAQ Cannabis versus Casinos

Medical cannabis remains legal, but recreational use is being phased out under a new law expected later this year.

Not yet. The Thai government has approved a framework to develop casinos within special economic zones. Implementation timelines are still under discussion.

Why is Thailand making these changes?

The government aims to better regulate both sectors and to reposition Thailand as a diverse and competitive tourism destination.

There is no official statement linking the two. However, developments on both sides of the border could influence regional tourism and economic flows.
